In order to submit a valid application, organisers must:
- Have a properly constituted committee in place and provide details of three members: the chairperson, the secretary and the treasurer in place.
- Have a clear plan for festival promotion
- Promote practices that are inclusive
- Have watched, understood and will comply with the online tutorials for festival organisers provided on www.waterfordfestivals.ie
Your application will be judged under the following criteria. Ensure all fields are completed:
- Field A – Festival Details – no marks (PASS/FAIL)
- Field B – Governance Structure – no marks (PASS/FAIL)
- Field C – Festival Programme – max. 40%
- Field D – Festival Promotion Plan – max. 30%
- Field E – Festival Growth – max. 10%
- Field F – Sustainability – Please read Waterford City & County Council’s Single Use Plastics Policy which requires events funded by WCCC to eliminate single use plastics, segregate waste and dispose of it properly. Compliance with this policy will be a criteria of funding. – max. 10%
- Field G – Festival Finance – max.10%
Upon receiving Grant Letter of Offer, festival organisers must also:
- Acknowledge receipt of the Grant Letter of Offer by submitting the Acceptance Form via the Submit Platform. Failure to submit the Acceptance Form within 30 days of issue may result in the Grant Letter of Offer being rescinded.
- Have an Event Management Plan
- Submit Child Safeguarding Statement in keeping with Children First Act 2015 specific to each group (https://www.tusla.ie/children-first/organisations/what-is-a-child-safeguarding-statement/ )
- Have an insurance cover to the value of €6.5m for festival activities. A letter from the insurance company indemnifying Waterford City & County Council from any claim should accompany this. Contact your local broker for advice.
Conditions required to draw down funds upon successful application:
1. Grant payments will only be made to the body specified as ‘the Grantee’
2. All applicants should be aware that documentation required for any grant awarded, including - if necessary - Tax Clearance Certificate, bank account statements and claim documentation must be in the name of the Grantee.
3. Decisions on upfront payment of grants (max. 50%) will be made on a case by case basis.
4. Any balance of grant will only be paid provided the following are met:
- Satisfactory delivery/completion of the agreed event programme
- Submission of a satisfactory and complete Post Event Report
- Income and Expenditure Statement for Festival/Event
- Correctly submitted evidence of vouched expenditure
5. Claims must be submitted within 30 days of the festival taking place and no later than Friday,12th December 2025.
6. If you fail to submit the required documentation within 30 days, you will forfeit any outstanding payments and be required to repay any payments already advanced.
7. The Claim must consist of the following:
- I. A Post Event Report to cover the following headings: Applicant Details; Details of Festival & Event; Attendance Figures; Economic Impact Assessment; General Observation to include areas of success/areas for improvement; Observation on financial sustainability of the festival/event. The Post Event Report must be submitted online on the Waterford Submit platform. The following will also be part of Post Event Report:
- II. Income & Expenditure Statement for Festival/Event
- III. Official imagery of the event that Waterford City & County Council can use in promoting the County
- IV. Evidence of vouched expenditure to the amount of the grant
- V. Goods and services must be procured in a fair and transparent manner. Under public procurement procedures value should be achieved in the application of funds.
- VI. Waterford City & County Council and Visit Waterford logos should appear on all printed material and be acknowledged on event websites and social media.
- VII. You shall provide speaking/interview/attendance opportunities for the Mayor of Waterford City & County, his or her deputy and Chief Executive, or their nominees at all media conferences, event launches, and any other event-specific function, where requested by Waterford City & County Council.
- VIII. Artist/Performer Fee. Waterford City and County Council fully subscribes to the Arts Council’s ‘Paying the Artist’ policy - see https://www.artscouncil.ie/about/artists-pay-policy/. Fair and equitable remuneration is expected to issue to artists and any below industry payments will be viewed as a serious contravention of our terms and conditions.

Tabharfaidh tú deiseanna cainte/agallaimh/tinnrimh do Mhéara Chathair agus Contae Phort Láirge, a (h)ionadaí agus an Príomhfheidhmeannach, nó a n-ainmnithe ag gach comhdháil dos na meáin, ag seoltaí imeachta, agus ag aon ócáid a bhaineann leis an imeacht, sa chás go n-iarrann Comhairle Cathrach agus Contae Phort Láirge é.

Glacann Comhairle Cathrach agus Contae Phort Láirge go hiomlán le beartas na Comhairle Ealaíon maidir le ‘Ag Íoc an Ealaíontóra’ - féach https://www.artscouncil.ie/ga/Luach-Saothair-don-Ealaíontóir.
