Dear Housing Applicant,
The Council has undertaken the Summary of Social Housing Supports for 2024 to enquire if all housing applicants still require Social Housing Support and you wish to remain on the Council's Housing waiting list.
To ensure you remain on the Housing waiting list, please confirm any changes to your circumstances, or confirm if no change of circumstances by completing the form.
If your circumstances HAVE changed:
- Complete the online form in full and sign the Declaration
- Provide supporting documentation to verify the change in circumstances (see DOCUMENTS REQUIRED below)
- Remember to click 'Submit' at the end. You should receive an email confirming that your application was received.
If your circumstances HAVE NOT changed:
- Complete the online form in full and sign the Declaration.
- Provide proof of current household income
- Remember to click 'Submit' at the end. You should receive an email confirming that your application was received.

DOCUMENTS REQUIRED - Gather and then photograph or scan your documents as listed below to have ready in PDF or JPG/PNG format.
The following is required from ALL household members:
1) Up-to-date income details for ALL household members in receipt of an income
Employment – 4 x recent payslips and a Statement of Liability and Employment Detail Summary for 2023
Self-Employed: (i) a minimum of 2 years accounts with an Auditor’s Report and a Notice of Assessment or Self-Assessment Acknowledgement letter for the proceeding 12 months.
Social Welfare Income: No documentation required.
2) Birth Certificate and PPS Number for any NEW household member whose details you have not already provided.
3) If you have overnight access to your child/children and wish to include them as part of your application, a copy of a Court Order or Sworn Affidavit in relation to access needs to be submitted.
4) Copy of NEW Separation / Divorce agreement, if applicable. If there is no formal agreement, a sworn affidavit needs to be submitted.
5) Copy of your current Tenancy Agreement and proof of address (Utility Bill, Rent Book, RTB letter)
6) Any other changes that you consider relevant to your application.

NOTE: IT IS ESSENTIAL THAT YOU RESPOND TO THIS FORM REGARDLESS OF WHETHER YOUR CIRCUMSTANCES HAVE CHANGED OR NOT AS FAILURE TO DO SO WILL RESULT IN THE REMOVAL OF YOUR NAME FROM THE SOCIAL HOUSING LIST AND YOU WILL NOT BE ELIGIBLE FOR SOCIAL HOUSING SUPPORT
USING THE WATERFORD SUBMIT PLATFORM
Registration:
When you click on “Apply”, you will need to register using your first name, last name, and email address. Please remember or note your password.
You will then need to accept the Waterford City & County Council Privacy statement and Acceptable Use Agreement before proceeding.
You will be presented with one form question per screen. Your answer will save when you click forward to the next question. To be able to submit a complete application you must answer all questions.
You can navigate to any part of the form using the navigation pane on the right-hand-side (on mobile, you can toggle this navigation pane using the hamburger icon on the top right-hand-side of your screen.
You can save a draft at any stage and continue the application at another time (you will need to be signed into the platform using the same email address and password to continue your draft).
Uploading documents:
You will be instructed to upload documents as part of application form. Click on the small computer icon to select files for upload. Ensure you see all files uploaded completely before moving to the next question.
- Documents and images for upload must be well lit and eligible
- Only documents saved as JPG/PNG/BMP or PDF will be accepted for uploads.
Changing answers:
When you accidentally tick a wrong selection box, you may need to deselect before you are able to select the correct one. Upon changing an answer to a tick box question you may be presented with a pop up asking you to confirm the change. Please select 'yes' to confirm your change.
Confirmation:
- Remember to click 'Submit' at the end to make sure your application is considered. You will only be able to submit if all questions are answered.
- Within minutes of submitting your application you should receive an email notifying you that your application is complete. If you don't receive an email, chances are your application is still a draft and will not be considered.
- You will also receive an email asking you to verify your signature. All you have to do is click on the link within the email. No further info or action will be required from you at that stage.
